This is information from the Office of the People's Council (PC-DC)

    The OPC Connection

    https://opc-dc.gov/

If you are a DC resident having a hard time keeping up with your gas, water, or electric bills, or have received a disconnection notice, here are a few critical steps to take.

Contact the utility company directly to inquire about the options available to you. But note, you are not obligated to decide your next steps on the spot while speaking with a utility representative. Always ask for additional information and reach out to OPC for advice and guidance, if needed.

Apply for available energy assistance programs through the District Department of Energy and Environment (DOEE):

Utility Discount Program (UDP): You may be eligible for a discount on your water, electric, or gas bill. You could receive discounts of:

Up to $475 per year on your electric bills ($300 per year if you don't have electric heat).

Up to $276 during the winter season on your gas bill. Over $962 annually on your water and sewer bills.

Visit here for more information or contact the utility company for more information about UDP.

Arrearage Management Program (AMP): You may be eligible for debt forgiveness of up to $3,600 for your electric bill or $3,000 for your gas bill. To qualify, you must be enrolled in the Utility Discount Program for Pepco and Washington Gas. Contact Pepco or Washington Gas to see if you qualify for AMP.

Budget Billing: Would you prefer a pre-arranged amount on your bills on a monthly basis? Contact Pepco or Washington Gas for an explanation of their program.

Payment Arrangements: Contact the utility company to see what options are available. You do not have to accept an arrangement that is unaffordable. Contact OPC if you have questions about payment arrangements.

Solar For All: DOEE administers a community solar program that comes at no cost to eligible applicants and expects to deliver energy bill savings. You can participate in this program even if you live in an apartment building or condominium. For more information and eligibility requirements, visit here. To apply for the Solar for All program, visit here.

Washington Area Fuel Fund: Washington Gas and The Salvation Army created the WAFF to help consumers pay winter heating bills. The program is accepting applications through May 31, 2025. For more information on the eligibility requirements, visit here, and to apply, visit here.

OPC does not provide funds for paying utility bills directly but can refer you to social services agencies that have funding, give advice about the best options for you, investigate, and even litigate a utility issue on your behalf--all at no cost to you. Do not hesitate to call OPC at (202) 727-3071.

Mayor Bowser Reminds Families that the DPR Summer Camp Lottery Opens February 14 at Noon

    DPR Summer Camp Lottery 2025

(WASHINGTON, DC) -- Today, Mayor Muriel Bowser and the Department of Parks and Recreation (DPR) are reminding families that the DPR summer camp lottery opens on Friday, February 14 at noon and closes on Monday, March 3. This year, DPR is offering summer camps for youth ages 3-13 at more than 50 DPR recreation centers across all eight wards. Families can see camp offerings and apply for the lottery starting Friday at DPRsummercamp.com

“Every year, DPR summer camps give thousands of kids across DC a chance to make new friends, learn new skills, and have fun in a safe and enriching environment,” said Mayor Bowser. “We encourage families to explore the wide variety of camps available and enter the lottery so their children can enjoy a summer full of adventure, creativity, and learning.”

Camp registration will take place via random lottery. Families may enter the lottery at any time throughout the registration period. After the lottery registration window closes, the system will randomly select participants from those who have registered. Families will receive their lottery results via email by Tuesday, March 4, at which time they will receive an “enrollment offer” if they have been selected. When a parent accepts an offer for placement, payment is due, the child is enrolled into the camp, and a receipt for that enrollment is emailed to the customer. Each camp slot and session offered will need to be accepted. If a camp slot is rejected, the intended slot will be offered to those on the waitlist that were not originally offered a slot, and the camp slot is no longer available to this original customer. All accepted enrollments and payments are due by Sunday, March 16, 2025.

DPR introduced the lottery in 2023 to make the registration process fairer and more accessible for families. For the first time, the lottery system will also apply to Boost Camps—DPR’s award-winning specialty enrichment programs designed for tweens ages 11-13.

DPR summer camps will operate in four sessions from June 23 to August 15. Before and after care is available to families throughout the summer. As with all DPR programs, reduced rates are available for qualifying families, but families must apply for reduced rates before Monday, February 24.

“DPR summer camps offer an incredible opportunity for young people across all eight wards to learn, explore, and make lifelong memories,” said DPR Director Thennie Freeman. “With a wide array of camps—from STEM and performing arts to sports and outdoor adventures—there’s something for every child. We encourage families to review the options and enter the registration lottery so their child can enjoy a fun and enriching summer with DPR.”

In-person assistance with the lottery is available every day (except Sundays and Presidents’ Day) through Friday, February 28 at DPR headquarters and recreation centers throughout the District. A full list of locations, dates, and times for in-person assistance is available at helpwithcamps.splashthat.com. DPR staff will be available to answer questions, assist with reduced rate applications, and help families enter the lottery.

DPR summer camps for 2025 will include:

    Important Update from DC Water

DC Water is beginning a sewer rehabilitation project in the Chevy Chase neighborhood as part of its Capital Improvement Program. The project will upgrade over 62,000 feet of sewer pipes, including repairs and manhole rehabilitation.

    Project Details:

    • Start: January 2025
    • Completion: July 2026
    • Work Hours: 9:30 AM - 3:30 PM (main roads), 7:00 AM - 7:00 PM (local roads). Night/weekend work may occur.
    • Service Interruptions: Water shut offs will be announced 48 hours in advance; sewer interruptions, 7 days in advance.
    • Traffic Impacts: Flagging and "no-parking" zones may be in place with 72-hour notice. (see map in the attached document)

While this may cause some disruption, the work is necessary to upgrade the sewer system, prevent overflows, and ensure long-term reliability. This project will affect many streets on the Ward 3 side of Chevy Chase, and the Commission and DC Water will keep you informed of any updates as much as possible. Affected streets are shown in the attached map.
