All MetroBus Service Will Change June 29 - Presentations and meeting at Blessed Sacrament, Tuesday, June 24, 7:00 to 8:45 pm

Location:  The main entrance to the building is at 3630 Quesada St. Enter the back of the building from the parking lot entrance. The room is on the main floor. Signs and volunteers will be available to direct you. (Note: this is not the school entrance along Chevy Chase Parkway)

WMATA's new bus plan will be implemented in just under four weeks -- June 29.  This is a large-scale overhaul of the Metrobus system in DC, MD, and VA, the first time that any transit system has changed an entire system.  Every route number will change, some bus stops will be eliminated, and the days and frequency of service will change on many routes.  Some folks will have to transfer who didn't before, and vice versa.

So we're pleased to announce an event -- "WMATA's New Bus Plan Explained" -- a collaboration between the Chevy Chase Community Association (CCCA), the Friends of Bus Transit (FoBus), and WMATA.  This will be held in-person at Blessed Sacrament on Tuesday, June 24, from 7:00 to 8:45/9:00 pm (ending time depends on how many questions folks have).  While there's going to be lots of buzz from WMATA this month, including some bus stop chats and their staff riding buses, we will be covering details that you won't find covered anywhere else.  And while we will be mostly focusing on areas west of Rock Creek Park, this event is open to anyone.

There will be three parts to the evening:

    - A video presentation by WMATA's outreach team on the new system, which will include:

        - Why they've changed the whole system

        - In broad strokes, what they're changing and the impact it will have

        - Tools, both current and new, to help riders get around

        - A new way to pay for fares (on Metrorail now, on buses later this year)

    - A presentation by FoBus on the nitty-gritty details, to include:

        - A breakdown of every line that goes through, to, and from our neighborhoods

        - A focus on transfer points and bus stops being eliminated

        - What changes will happen with Ride-On service to/from Bethesda, Kensington/Wheaton, and Silver Spring

        - What FoBus will be doing in the second half of this year

    - A lengthy Q&A, when you'll have an opportunity to ask questions like:

        - "Where will I catch the bus where I live and which line(s) will come there?"

        - "How do I get from my house to my medical appointments on New Mexico Avenue?"

        - "How will I, my domestic worker, or my employees travel from across Rock Creek Park?"

...or any other question you may have.

OPC Alerts DC Residents to Upcoming Significant Electricity Bill Increase Due to Unprecedented Wholesale Market Prices

Washington, D.C. – The Office of the People’s Counsel (OPC) for the District of Columbia is alerting Pepco customers to an expected increase of approximately $20 for the average monthly electric bill beginning in June 2025. Roughly half of the projected hike is driven by a dramatic spike in capacity (wholesale) market electricity prices established through a recent auction conducted by PJM Interconnection.

What Is PJM and Why Does It Affect Your Bill?

PJM Interconnection--initially named to reflect the Pennsylvania, New Jersey, and Massachusetts markets--is the regional transmission organization that manages the electricity grid for the District and 13 surrounding states; and transports electricity to Pepco before the utility distributes it to local homes and businesses. PJM is responsible for ensuring enough energy is available for grid reliability by conducting capacity auctions. PJM also is responsible for securing commitments from power plants to be online to deliver electricity when demand is highest—typically during the hottest and coldest months. Utilities like Pepco pay for this reserved power, and the resulting costs are passed on to consumers through monthly electric bills.

    What’s Driving the Increase?

The most recent PJM auction in July 2024, which covers the 2025/2026 delivery year, resulted in a huge and unprecedented surge in capacity prices—due to a combination of factors that have increased the cost of maintaining reliability. These factors included reductions in supply, persistent delays in bringing new renewable energy online, and growing electricity demand.

    OPC's Response

The Office of the People’s Counsel has been deeply concerned that District residents have been asked to shoulder the cost of a flawed market system,” said People’s Counsel Sandra Mattavous-Frye. “And we took aggressive action to try to avert increases of this magnitude in the future."

Following the auction, OPC and other consumer advocates filed a complaint against PJM before the Federal Energy Regulatory Commission (FERC), advocating for changes to address the systemic flaws in PJM’s capacity auction. OPC also participated in related proceedings at FERC and other regional forums to address the advocates’ concerns.

PJM subsequently proposed changes, adopting recommendations made in OPC’s complaint. We are pleased that FERC has adopted these reforms, which will help prevent another large increase in the next action in July 2025.

"Even as OPC continues to advocate for affordable prices, I urge Pepco customers to take matters into their own hands--monitor your bills, explore energy efficiency programs, and practice conservation to save energy and money on utility bills,” said People’s Counsel Mattavous-Frye.

    Stay Informed

To learn more about the capacity auction process and what OPC is doing to keep capacity costs down, read OPC’s recently released report entitled Drivers of PJM’s Capacity Market Price Surge and its Impacts on Electricity Consumers in the District of Columbia.

    The OPC Connection

    https://opc-dc.gov/

If you are a DC resident having a hard time keeping up with your gas, water, or electric bills, or have received a disconnection notice, here are a few critical steps to take.

Contact the utility company directly to inquire about the options available to you. But note, you are not obligated to decide your next steps on the spot while speaking with a utility representative. Always ask for additional information and reach out to OPC for advice and guidance, if needed.

Apply for available energy assistance programs through the District Department of Energy and Environment (DOEE):

Utility Discount Program (UDP): You may be eligible for a discount on your water, electric, or gas bill. You could receive discounts of:

Up to $475 per year on your electric bills ($300 per year if you don't have electric heat).

Up to $276 during the winter season on your gas bill. Over $962 annually on your water and sewer bills.

Visit here for more information or contact the utility company for more information about UDP.

To qualify, you must be enrolled in the Utility Discount Program for Pepco and Washington Gas. Contact Pepco or Washington Gas to see if you qualify for AMP.

Budget Billing: Would you prefer a pre-arranged amount on your bills on a monthly basis? Contact Pepco or Washington Gas for an explanation of their program.

Payment Arrangements: Contact the utility company to see what options are available. You do not have to accept an arrangement that is unaffordable. Contact OPC if you have questions about payment arrangements.

Solar For All: DOEE administers a community solar program that comes at no cost to eligible applicants and expects to deliver energy bill savings. You can participate in this program even if you live in an apartment building or condominium. For more information and eligibility requirements, visit here. To apply for the Solar for All program, visit here.

Washington Area Fuel Fund: Washington Gas and The Salvation Army created the WAFF to help consumers pay winter heating bills. The program is accepting applications through May 31, 2025. For more information on the eligibility requirements, visit here, and to apply, visit here.

OPC does not provide funds for paying utility bills directly but can refer you to social services agencies that have funding, give advice about the best options for you, investigate, and even litigate a utility issue on your behalf--all at no cost to you.
